Obrazovanje učitelja i odgojitelja u Hrvatskoj

Učiteljski fakultet Sveučilišta u Zagrebu vodeća je ustanova za obrazovanje učitelja primarnog obrazovanja i odgojitelja predškolske djece u Republici Hrvatskoj. Fakultet djeluje na tri lokacije, to jest čine ga Središnjica u Zagrebu i podružnice u Petrinji i Čakovcu.

Na Fakultetu djeluju tri odsjeka: Odsjek za učiteljske studije, Odsjek za odgojiteljski studij i Odsjek za obrazovne studije.
Na Odsjeku za učiteljski studij studenti upisuju program za učitelje primarnog obrazovanja. Taj studij traje pet godina, to jest deset semestara (300 ECTS) i rezultira naslovom magistra primarnog obrazovanja. Nakon završetka studija diplomirani učitelji mogu izvoditi nastavu svih predmeta u prva četiri razreda osnovnog obrazovanja ili nastavu engleskog i njemačkog kao stranoga jezika u osnovnoj školi, ako su se prilikom upisa na studij opredijelili za studij jednog od tih stranih jezika.

Studij za odgojitelje traje tri godine, to jest šest semestara (180 ECTS) te se po njegovu završetku stječe naziv prvostupnika. Za razliku od studija za učitelje primarnog obrazovanja koji je sveučilišni, to jest ima izraženu znanstvenu orijentaciju, studij za odgojitelje je stručni visokoškolski studij. Drugim riječima, za sada nije moguće da studenti nakon što završe studij za odgojitelje nastave obrazovanje na sveučilišnim magistarskim i doktorskim studijima.

Odsjek za obrazovne studije izvodi programe iz obrazovnih znanosti na drugim nastavničkim fakultetima Sveučilišta u Zagrebu te izvodi programe za stjecanje nastavničke kompetencije za diplomirane stručnjake nenastavničkih fakulteta koji se zapošljavaju u osnovnim i srednjim školama.

Učiteljski fakultet nudi i programe poslijediplomskih specijalizacija i doktorski studij iz odgojnih znanosti. Nadalje, na Fakultetu se izvode i programi trajnoga profesionalnog razvoja za nastavnike zaposlene u osnovnim školama. U suradnji s inozemnim institucijama Fakultet organizira i dvogodišnje specijalizacije iz Montessory, Agazzi i Waldorfske pedagogije.

Razvoj znanosti i međunarodne suradnje te umjetničkih projekata jedan je od temeljnih prioriteta razvoja Fakulteta. Surađujemo s brojnim institucijama za obrazovanje učitelja u inozemstvu, a s nekima od njih imamo i ugovornu suradnju – Odsjekom za pedagogiju i sociologiju Sveučilišta u Müensteru, Pedagoškom akademijom Sveučilišta u Skopju, Pedagoškim fakultetom Sveučilišta u Ljubljani te Učiteljskim fakultetom u Baji. S Odsjekom za pedagogiju i sociologiju Sveučilišta u Münsteru Učiteljski fakultet razvija Centar za europsko obrazovanje nastavnika, poredbena istraživanja obrazovanja i europske studije, koji će biti otvoren u rujnu 2007. godine u Zagrebu. Nadalje, znanstvenici zaposleni na Učiteljskome fakultetu nositelji su i istraživači u 14 znanstveno-istraživačkih projekata koje financira Ministarstvo znanosti, obrazovanja i športa Republike Hrvatske. Također, Učiteljski fakultet je sunositelj Tempus-projekta „Learning for Europe – Curriculum Development and Counselling in Education (2006. – 2009.)“ zajedno s Odsjekom za pedagogiju i sociologiju Sveučilišta u Münsteru. U skladu s europskom orijentacijom Fakultet je uključen i u projekt kratkoročne mobilnosti studenata i profesora sa Sveučilištem u Antwerpenu.

Učiteljski fakultet također je potpisao ugovor o suradnji s Europskim centrom za napredna i sustavna istraživanja, tako da je uključen u organizaciju Prve međunarodne konferencije o naprednim i sustavnim istraživanjima koja će se održati u Zadru (Hrvatska) od 25. do 27. listopada 2007. godine. Konferencija se sastoji od nekoliko simpozija koji pokrivaju sljedeća područja:

Cilj je Konferencije udružiti stručnjake u spomenutim područjima, što će kao rezultat dati brojene znanstvene radove, koji će biti objavljeni u zborniku radova.

U okviru Fakulteta djeluje i Umjetnička galerija u kojoj je do sada bilo organizirano 25 izložbi domaćih i stranih likovnih umjetnika. Nadalje, aktivna je i Glazbena scena, to jest na Fakultetu se jednom mjesečno organiziraju koncerti glazbenih umjetnika namijenjeni studentima i zaposlenicima Fakulteta, ali i široj javnosti.
Učiteljski fakultet izdaje i dva znanstvena časopisa – Metodiku i Odgojne znanosti u kojima se objavljuju znanstveni radovi iz obrazovnih znanosti. Uredništva časopisa su sastavljena od domaćih i stranih stručnjaka, a časopisi se tiskaju na hrvatskom i engleskom jeziku.

Kratka povijest Fakulteta

Hrvatsko je učiteljstvo još 1874. godine istaknulo potrebu učiteljskog obrazovanja na visokoškolskom stupnju. To je prvi put ostvareno godine 1919. osnivanjem dvogodišnjega studija na Višoj pedagoškoj školi u Zagrebu. Njezine su slijednice: četverogodišnja Visoka pedagoška škola (1941.-1945.) te dvogodišnja i trogodišnja Viša pedagoška škola (1945.-1960.), koja se 1960. preustrojila u Pedagošku akademiju na kojoj se izvodio dvogodišnji studij za razrednu i predmetnu nastavu te predškolski odgoj. Tako je nastala jedinstvena viša nastavnička škola na kojoj se obrazuju odgojitelji, nastavnici razredne i predmetne nastave.
Pedagoška akademija spaja se godine 1981. s Filozofskim fakultetom i postaje njegov dio koji posluje pod nazivom Filozofski fakultet – Pedagogijske znanosti. Od 1992. studij razredne nastave postaje četverogodišnji studij, a studij predškolskog odgoja ostaje dvogodišnji.

Učiteljska akademija Sveučilišta u Zagrebu osnovana je Uredbom Vlade Republike Hrvatske 21. svibnja 1998. pod nazivom Visoka učiteljska škola u Zagrebu.
Vlada je osnivačka prava prenijela na Sveučilište u Zagrebu, čije je Upravno vijeće 21. prosinca 1998. dalo suglasnost na Statut i promjenu naziva u Učiteljska akademija Sveučilišta u Zagrebu.
Učiteljska akademija Sveučilišta u Zagrebu je kao visokoškolska, umjetnička i nastavna ustanova djelovala do akademske godine 2004./2005.

Godine 2006. Ministarstvo znanosti, obrazovanja i športa je izdalo rješenje o osnivanju Učiteljskoga fakulteta, koji se tim imenom počeo koristiti u veljači 2006. godine.

The Education of…

The Faculty of Teacher Education of the University of Zagreb is the leading institution for educating primary school and preschool teachers in the Republic of Croatia. The Faculty operates at three locations, with the main branch in Zagreb and local branches in Petrinja and Čakovec, totaling approximately 3,000 students. The Faculty has three departments: Teacher Education Studies, Preschool Education Studies and Educational Studies.

At the Department of Teacher Education Studies, students enrol into the program for the education of primary school teachers. This course lasts five years, which is 10 semesters (300 ECTS), after which students obtain a degree in Master of Primary Education. At the end of the course, the teachers can conduct classes in all subjects during the first four grades of primary school, as well as English and German as a foreign language if they opted for the language course of study at the time of enrollment.

The course for preschool teachers lasts three years, which is six semesters (180ECTS), after which students acquire the title of “Baccalaurea/Baccalaureus”. As opposed to the course for primary education teachers, which is a university course and therefore has a mores scientific orientation, the education for preschool teachers is a professional course. In other words, at the moment, it is not possible for these students to continue their education at Master or Doctoral level.

The Department for Educational Sciences carries out a study program in the area of educational sciences at other teaching faculties of the University of Zagreb. This Department also carries out programes for teacher competences for graduated specialists from non-teaching faculties who find employment in primary or secondary schools (high schools).
The Faculty of Teacher Education offers programs of postgraduate specialization and Doctoral programs in the area of educational sciences. In addition to that, the Faculty also carries out programs for continuing professional development for teachers working in primary schools. In co-operation with foreign institutions, the Faculty organizes two year specializations in Montessori, Agazzi and Waldorf pedagogy.

Promotion of scientific research, establishment of international co-operation and support of various art projects, are the basic priorities for the development of the Faculty. As a result,we co-operate with numerous foreign institutions for the education of teachers, and have agreements with the Department of Pedagogy and Sociology of the University of Münster (Germany), the Faculty of Pedagogy of the University of Skopje (FYR of Macedonia) and Faculty of Education of the University of Ljubljana (Slovenia), as well as the Faculty of Teacher Education in Baja (Hungary).

With the Department of Pedagogy and Sociology of the University of Münster, the Faculty of Teacher Education is developing a center for European education of teachers, comparative analysis of education and European studies in Zagreb, which will become operational in September 2007. Furthermore, scientists employed at the Faculty of Teacher Education are leaders and researchers involved in 14 scientific/research projects financed by the Ministry of Science, Education and Sports of the Republic of Croatia. The Faculty of Teacher Education is co-leader of the Tempus project “Learning for Europe – Curriculum Development and Counseling in Education (2006 – 2009)” (www.lecee.eu) together with the Department for Pedagogy and Sociology of the University of Münster (Germany). Keeping in line with European trends, the Faculty is also involved in the project of short-term mobility of students and professors from the University of Antwerp (Belgium).

The Faculty of Teacher Education has also signed a co-operation agreement with the European Center for Advanced and Systems Research. As a result, the Faculty of Teacher Education is involved in organising the First International Conference on Advanced and Systems Research to take place in Zadar, Croatia (25th-27th October, 2007). The Conference will include a range of Symposia covering the following areas:
Pedagogy in the Context of the Knowledge Society;
Early Learning of the Croatian Language;
Kinesiological Education in Preschool and Primary Education;
The Voice and Musical Instruments inthe Process of Educating Preschool and Primary Education Teachers;
Information and Communication Sciences in the Knowledge Society;
Market Microstructure: From Orders to Prices – Best Execution in the Age of Algo Trading and Event Stream Processing.
The conference Symposia will undoubtedly bring together experts in the mentioned areas, and result inquality scientific work that will bepublished in the Conference Proceedings.

The Faculty also has its own art gallery,which to this day has had 25 exhibitions by Croatian and foreign artists. Furthermore, the Faculty has an active music department (Glazbena scena) that organizes monthly concerts by various musicians, which are attended by students, faculty employees and the wider public.
The Faculty of Teacher Education publishes two scientific journals “Teaching Methodology” and “Educational Sciences”, where scientific works in the area of educational sciences are published. The editorial boards are made up of Croatian and foreign experts, and the journals are published in the Croatian and the English language.

A brief history of the Faculty

Since 1874, the teaching profession in Croatia has emphasised the need to raise the level of teacher education to that of higher education. This was accomplished in 1919 at the Teacher Training College in Zagreb, where the school evolved into a four year Teacher Training College (1941-1945) and a two and three year Teacher Training College (1945-1960), which was restructured again in 1960 to become the Teachers’ Academy. In 1981, the Teachers’ Academy merged with the Faculty of Philosophy and became its constituent under the name of Faculty of Philosophy – Educational Sciences. In 1992, the program for primary class teachers expanded to a four year study program. The Teacher Education Academy – University of Zagreb was founded under the decree of the Croatian Government entitled Teacher Training College in Zagreb, on May 21st 1998, when the Government turned all the founding rights to the University of Zagreb. On December 21st 1998, the Governing Board approved its Constitution and the change of name to Teacher Education Academy – University of Zagreb.

In 2006, the Ministry of Education, Science and Sports issued a resolution upon which the Faculty of Teacher Education was founded and, consequently, began using the name in February 2006.
