In addition to the University’s strategic documents, the Strategic Development Plan is also based on documents according to which the Faculty of Teacher Education has been operating since 2006. It is also based on the analysis of all segments of the Faculty of Teacher Education, i.e. on the present state, the mission and vision of the Faculty of Teacher Education. The analysis including a SWOT analysis, which is one of the initial steps in the mentioned development of a comprehensive strategy completed in February 2013 only envelops teaching staff of the Faculty of Teacher Education and offers a partial, inside view, thus lacking an outside observation which external evaluators with which the Faculty cooperates must provide. A comprehensive analysis which will involve all stakeholders: teachers, students, administrative and technical services, in-service teachers and other professionals in schools, associates, associations, and partners collaborating with the Faculty, will result in a comprehensive Faculty strategy. Such a strategy is in the process of development for the being following strategic period.
The mission of the Faculty of Teacher Education is to carry out quality programmes for the education of future preschool teachers, teachers, subject teachers and other educators in the area of lifelong education through integrated, undergraduate, graduate, professional and doctoral programmes of study, programmes for lifelong education and professional development. With guidance and support, such programmes enable students and other participants to successfully combine theoretical and practical knowledge and adapt it to the educational policy, to develop their knowledge and skills, and acquire competences necessary for working in education. Modern programmes founded on disciplinary and interdisciplinary research and on the evaluation of educational needs are created and altered in accordance with modern, world practices, needs of the profession and market demands. They are founded on critical research and observation of educational practices, on recommendations for their improvement, on learning outcomes and the application of innovative teaching and learning methods directed towards students and other participants in the educational process. The Faculty of Teacher Education focuses on continuous improvements in education thus raising the quality of education. Through its work and research the Faculty contributes to education, creativity, and excellence while respecting fairness, the ethical and social principles of non-discrimination and inclusion for the purpose of academic and social development and development of democratic social relations. Its mission is also to participate in finding solutions to current educational issues which stem from the transition towards a knowledge society in the Republic of Croatia, the European Union and the wider, international community.
The Faculty of Teacher Education is obliged to provide national and other institutions and businesses relating to education, science, research, art, the economy with initially qualified and competent persons for teaching, educational, research and artistic professions, as well as for offering appropriate solutions to all complex educational, managerial, terminological, technical and technological, informational, language, and other issues in preschool and primary education.
The Faculty of Teacher Education offers its teaching staff and other employees the opportunity to develop their professional and personal potentials through developing programmes and through other Faculty activities in an environment of mutual cooperation and respect.
Focusing on research of the educational process, the aim of the Faculty of Teacher Education is to raise the quality and excellence in carrying out all programmes for the education and development of teachers, preschool teachers, educators and other participants involved in regular and lifelong education. The task of the Faculty of Teacher Education is to develop and elaborate an appropriate system of quality control for all Faculty activities based on continuous assessment and evaluation of the teaching process, of the educational activities, by carrying out research relevant for students, teaching staff, and the wider social community which would sustain and improve the status of the Faculty as the leading institution for research of preschool and primary school education. As such, preschool teachers, teachers and subject teachers would establish a position in society as a competent and highly motivated authority on education, the pillar of Croatian society. Through its programmes, research, teaching staff profile, the Faculty of Teacher Education seeks to become an internationally acclaimed centre for excellence in accordance to the needs of society in the 21st century.
The main goals of the strategic programme are centred on further development of excellence in the education of primary education teachers, preschool teachers and students of other teacher education faculties of the University of Zagreb, ensuring the acquisition of a professional teaching competence for teaching those subjects which are studied in the home undergraduate or graduate studies. The Faculty of Teacher Education shall continue to contribute to the domain of higher education, scientific research, and artistic work in the area of social sciences and the humanities within the system of higher education in Croatia by researching relevant issues and through a strategy for raising the quality of all programmes of study, as well as by introducing new, internationally acclaimed programmes, projects, and studies.
